In-House Training in Malaysia: Cost, Process and HRD Corp Claims (2026)
Spark Liang
Managing Director, MMC Financial
The three questions everyone asks first, answered first: ① In-house training in Malaysia is typically priced per day per group — not per head — so the more people attend, the cheaper each seat gets. ② The process from enquiry to delivery runs about 6–8 weeks when HRD Corp claims are involved. ③ Yes, in-house programmes are claimable under SBL-Khas, provided the provider is registered and the grant is approved before training day. The details below.
How the cost actually works
| Model | How it’s charged | When it wins |
|---|---|---|
| Public course | Per head (e.g. RM4,980/seat) | 1–2 attendees |
| In-house | Per day per group | From ~6–8 attendees; clearly from 10+ |
Two things move an in-house quote beyond the day rate: customisation depth (a programme built on your own statements takes preparation days — that’s where the value is, don’t cut it) and post-training deliverables (templates, SOPs, review sessions). A cheap quote with neither is a public course in your meeting room.
The process, step by step
- Enquiry + brief — headcount, roles, the business problem behind the request
- Proposal + quote — outline, trainer profile, deliverables (use these documents for your HRD Corp grant application)
- Grant application — submit before training; approval must come first, or the claim dies
- Customisation — provider works on your data: P&L structure, reporting calendar, live examples
- Delivery — at your premises or an external venue
- After — deliverables handed over, attendance and completion documents for the claim, reimbursement follows
The step companies most often get wrong is the sequence of 3: training first, apply later doesn’t work. Plan 6–8 weeks ahead.
Questions to ask before signing
- What exactly will you build on our numbers — and what do we need to provide, by when?
- What exists in our company 90 days after delivery?
- Who is the trainer, and is finance their profession?
- Are you a registered HRD Corp Training Provider? (Ask for proof — legitimate providers produce it immediately)
- What claim support do you provide, end to end?

Frequently asked questions
Can we split one programme across multiple sessions?
Yes — many companies run 2-day programmes as two single days a few weeks apart, with homework in between. It often improves retention; confirm the grant covers the full structure.
On-site or external venue?
On-site is cheaper and lets the class use live systems; an external venue buys focus (no one gets pulled into “quick meetings”). For decision-heavy programmes involving owners, external tends to pay off.
What group size is too big?
For hands-on finance programmes, beyond ~25–30 the coaching thins out. Bigger teams: split into cohorts by level — management first, then executives.
